Specialized knowledge includes Federal, State and local Government Procurement, complex business contracts, international cooperative ventures, business development, and negotiation of strategic alliances in the innovative technology, telecommunications and IT sectors.

 

Professional Experience

Entered private practice after retirement from the US Air Force as a full Colonel. Retired as a Command Pilot with over 5,000 hours of flying time in high performance jet fighter aircraft. His career in the US Air Force concluded with assignments at Air Force Systems Command and the Pentagon as Chief of the Electronic Warfare Division at Air Force Systems Command responsible for all R&D for strategic and tactical electronic warfare systems, including the EF-111 and the F-4G Wild Weasel dedicated aircraft and in the Pentagon as an R&D Staff Officer responsible for advocacy and management of all USAF R&D Quick Reaction Capability Development Programs.

Mr. Klimek had a storied flying career including USAF Flight Instructor, Tactical Fighter Pilot (over 5,000 hours of flying time), Operations Staff Officer and Engineering Test Project Officer.

Professional Experience

Lucia E. Casale specializes in the representation of international and domestic businesses in matters related to U.S. Export Control, both EAR (Export Administration Regulations) and ITAR (International Traffic in Arms Regulations), OFAC (Office of Foreign Asset Control compliance), NISP (U.S. National Industrial Security Program) agreements and security clearances for companies working in sensitive U.S. Government programs and contracts, U.S. Immigration law for foreign national workers, executives, technical personnel and their dependents. Ms. Casale has experience ranging from large multinational companies to the innovative start-up. She has negotiated SSAs (Special Security Agreements), has been the ITAR/EAR counsel as well as immigration counsel for the M&A teams of multinational companies navigating both the CFIUS (Committee on Foreign Investment in the United States) filing process and the complexities of retention of foreign national employments following acquisitions, mergers and restructuring.

Ms. Casale is actively involved in many international professional activities including SBA initiatives to expand markets abroad for U.S. small business and has lectured on the topics of U.S. export control and immigration law for various organizations including the AILA (American Immigration Lawyers Association) and the Netherlands Defense Manufacturing Association with the Netherlands Ministry of Economic Affairs.

Leonard C. Bennett, Esq. – Of Counsel

 

Areas of Practice

Leonard's goal was to own a construction company. His practical knowledge of the construction business is a strategic advantage in his practice.

 

Experience

Leonard's experience and expertise is in construction and contract litigation. Leonard has appeared before the Maryland State Courts, the District of Columbia courts and administrative tribunals including the District of Columbia's Contract Appeals Board, Office of Administrative Hearings, Office of Workers Compensation, and the American Arbitration Association. His construction contracts experience includes complex Federal Procurement issues, commercial contracts, Occupational Safety and Health Administration cases as well as appearances before the State of Maryland Public Service Commission.

Edward G. Bentley – Of Counsel

 

Edward is an attorney who excels in research and writing and, among his areas of practice, has a particular interest in admiralty law. He became interested in this area while he was working as a paralegal in a small but busy law firm in the U.S. Virgin Islands, where he gained experience in all manner of litigation support activities, while developing his sailing, snorkeling and diving skills.

 

Experience

Edward has a varied background and experience in Federal statutory and regulatory law, corporate governance, and admiralty matters. Examples of Federal statutory and regulatory matters include Federal contracting disputes, including bid protests and terminations for default or terminations for cause; a potential multi-district dispute involving a commonly used product heavily regulated by the Food and Drug Administration under a complex statutory and regulatory regime; export control matters, including the impact of reforms on cross border manufacturing; and various visa issues.

Corporate governance matters have included the provision of general corporate governance advice, such as extensive counseling and advice with respect to litigation-related issues surrounding a highly disputed election of corporate directors and officers at a non-profit and access to disputed bank accounts; as well as general corporate formation and dissolution matters.

Examples of admiralty matters include drafting admiralty contracts and vessel collision and allision cases, and Limitation of Liability Act matters.
